Alternative to Incarceration
RCP: The Rehabilitative Confinement Program (RCP) is an alternative to incarceration program that was designed by the Circuit Court of Cook County in conjunction with Haymarket. It is designed to serve the multiple DUI/DUID offender as well as other non-violent offenders who have alcohol/drug related offenses. Offenders must have a Judge's order to RCP. The Judge also must order the length of stay (7, 14,21, 28 days). Services are offered in English, Spanish and Polish.
The RCP includs 25 hours of treatment per each week in confinement. Community Service (Swap) is an integral component and offenders perform 40 hours per week under the supervision of the Sheriff. The Program requires 0 Tolerance and alcohol/drug testing is included throughout confinement and its aftercare outpatient component.
All offenders are required to pay. Their fee is based on a sliding scale. Insurance, including Medicaid, can be utilized if the insuring company so approves. A minimum six month Continued Care/Aftercare outpatient regimen also is required. This component may be done either at Haymarket's main Chicago facility, its Schaumburg facility, or its Grand Boulevard site.
WRAP: The Work Release Alternative Program (WRAP) is modeled after the RCP program. In lieu of community service, the offender is permitted to leave confinement eight (8) hours per day, forty (40) hours per week, for purposes of work. All other components are the same as the RCP. The offender receives seventy-five (75) hours of treatment during his/her confinement stay. The WRAP has a fixed confinement stay for a minimum of thirty (30) days and a fixed 30 day fee of $1500.00. As with RCP, insurance and Medicaid cards may be accepted.
Haymarket Institute/Haymarket West: These are Haymarket's Outpatient programs designed to service court involved or mandated offenders. All levels-of-care are offered, including Risk Education and Continued care/Aftercare. A sliding scale fee is offered. Insurance and Medicaid may be submitted. Drug testing is provided. Services, at our main Chicago site, are offered in English, Spanish, Polish. Our Schaumburg, Haymarket West, site provides services in English and Spanish.
Club and Other Drug Awareness (CODA): The CODA program began as a "pilot" in 2002 at Haymarket West. It was designed to serve adolescents and adults who are involved in the criminal justice and suspected of use/abuse of substances. To be found appropriate for this early intervention, education and assessment fifteen (15) hour program (3/3 hour classes and 4 individual sessions), the individual must be court referred, have completed an "initial" assessment for which no "specific" diagnosis could be ascertained, and have no history of previous treatment. Instruction is offered in English and Spanish.
