Alternatives to Incarceration

Alternative To Incarceration ( ATI ) Programs ( RCP and WRAP ).

“Rehabilitative Confinement Program” (RCP) is an alternative to incarceration program that was designed by the Circuit Court of Cook County in conjunction with Haymarket Center. It is designed to serve Driving Under the Influence (DUI) offenders as well as other non-violent offenders who have alcohol/drug related offenses. RCP includes 25 hours of treatment per week in confinement and 40 hours of SWAP (Sheriff’s Work Alternative Program).

“Work Release Alternative Program” (WRAP) is modeled after the RCP. In lieu of community service the offender is allowed to leave confinement 8 hours a day, 40 hours a week for purposes of work. The offender receives 75 hours of treatment during confinement day.

Offenders must have a Judge’s order to RCP or WRAP. The Judge orders the length of stay. All offenders are required to pay.
