Rehabilitative Confinement Program

The Rehabilitative Confinement Program (RCP) is an alternative to incarceration for adult Driving Under the Influence of Alcohol or Drugs (DUI / DUID) offenders, Domestic Violence offenders, and other non-violent offenders deemed suitable for the program by the sentencing judge.

The program contents originally designed to address the issues of Level II Significant and Levels III DUI / DUID multiple offenders, have been expanded to include topics relative to its varied population.

Program components include:

  1. Rehabilitation treatment and counseling, substance abuse education, DUI / DUID risk education, Human Immune Virus (HIV) / Health Education and involvement in support groups.

  2. Community service work, performed five days per week, eight hours per day, under the supervision of the Sheriff's Work Alternative Program (SWAP).

  3. Confinement plus monitoring.

Certified counselors and treatment professionals design treatment plans to address the individual needs of the participants. Additionally, staff with with DUI / DUID offenders to understand and comply with the Secretary of State requirements for driving privilege reinstatement.

Length of stay in the RCP is determined by the sentencing judge in increments of one to four weeks. All stays commence on a Sunday and include counseling services and community service.

Participants are expected to pay for their stay in the RCP. Program fees are on a sliding scale, based on family income. The total program fee includes intake processing, room and board during confinement, random urine screens, counseling, and education.

Participants in the RCP are expected to remain drug and alcohol free during their confinement and continuing care treatment at Haymarket Center. Drug and alcohol testing is done at admission and periodically throughout the length of stay.

Reporting, for the purpose of court monitoring, is provided to Social Services, Central States Institute, Probation Department, and other designated court agencies. The program is licensed by the Illinois Department of Alcohol and Substance Abuse (DASA).

The programs can accommodate a variety of languages, including English, Spanish, Polish, and Sign.

Day Reporting

Day Reporting is a TASC* funded and TASC referred Intensive Outpatient program for offenders who are awaiting sentencing by the Circuit Court of Cook County.

Haymarket Center operates this DASA licensed satellite Intensive Outpatient program at 2760 South California Avenue, Chicago, Illinois. All programming takes place at this locale. Group and individual counseling services are provided by Haymarket certified counselors.

Haymarket Center West

Haymarket Center West is a satellite outpatient facility located in the Salt Creek Office Center, 1990 East Algonquin Road, Suite 207, Schaumburg, Illinois. The telephone number is 1-800-371-7956.

This facility offers Outpatient and Intensive Outpatient Services to clients of Haymarket Center who reside or work in the Schaumburg area and surrounding communities.

Fees for all counseling services are available at a sliding scale rate which is based on income.

All services at Haymarket Center West may be provided in English, Spanish, Polish and Sign languages.

Haymarket Center West is convenient to Interstates 90, 290, and 294, in addition to the PACE bus route.

Counseling services are provided in a group setting with individual counseling provided on an as-needed basis. All counseling services are performed by certified and qualified staff. The program is licensed by the Illinois Department of Alcoholism and Substance Abuse and is Medicaid certified.

In addition, the facility provides risk education, counseling, and aftercare services to DUI / DUID offenders who are assessed as Level II - Moderate, II - Significant, or Level III.
